The Uplands Development consists of two sites owned by Hampshire County Council - west of Woodhouse Lane (Woodhouse Meadows) in Hedge End and north and east of Winchester Street (Botley Fields) in Botley.

Together they will create sustainable extensions to the existing communities of Hedge End and Botley respectively and will deliver up to 980 new homes (including 35% affordable housing), a new 7 form entry secondary school (Deer Park School), a local centre, areas of open space and playing fields, additional allotments and a community orchard.

Woodhouse Lane site

Eastleigh Borough Council granted planning consent for the Woodhouse Lane site in September 2019. Detailed consent was granted for Deer Park School and the proposed infrastructure works, whilst the 605 new homes, the local centre and open space were approved in outline. To view the application please click here (reference: O/18/83634).

To ensure the timely delivery of the new secondary school to meet basic need within the locality and the early infrastructure works, Hampshire County Council has taken on the role of master developer for the Woodhouse Lane site. The housing development will follow these early works in line with the vision for the site. Each housing parcel will be subject to a detailed (reserved matters) planning application, which stakeholders and the local community will have an opportunity to comment on before the application is determined.

Work is already underway on Deer Park School, with a temporary access and site compound established off Woodhouse Lane to enable the construction of the school building.  Deer Park School is due to open to its first intake of year 7 pupils in September 2021. For more information on the Deer Park School please click here.

Winchester Street site

The planning application for the Winchester Street site is expected to be determined  by Eastleigh Borough Council in Autumn 2020.   This outline application is for up to 375 new homes. To view the application please click here (reference: O/18/83698).

Highway infrastructure

The County Council, in its capacity as both the Highway Authority and the master developer for the Woodhouse Lane site, will be implementing a scheme of highway works to deliver the consented Botley Bypass (in three phases), together with primary servicing arrangements to support the opening of Deer Park School and the initial housing development on the Woodhouse Lane site and improvements to the High Street in Botley.
